The establishment of job performance wage system is the main content of the fourth institutions’wage system reform of our country, the original fixed wage and the living wage have already been replaced by the position wage and the employees’grade wage in the majority of the institutions at present. Newspaper offices in various regions have already been exploring the performance wage reform and carrying the performance wage out variously according to the local and own unit’s reality, which have already played a positive role. However, because of the national distribution method hasn’t been published, using the performance wage to replace the original kinds of allowance and bonus has not been carried out widely in deed. On this background, exploring the performance wage system of journalism such as newspapers office has an important theoretical value and practical significance. Because of the unique organization form and the operation mode of the newspaper offices in various regions, their performance wage system reforms are particular. This article takes the Zhoushan Daily as the study object, analyzes its problems of performance wage management thoroughly,and put forward some constructive solutions. This research exploring performance wages distribution reforms of journalism such as newspaper office, which has considerable reference significance for them to realize promoting performance wage reforms.The research content of this article is composed of three parts. The first part will explain in the human resources management of public administration department, supported by the process type stimulating theory , which include Expectancy Theory of Room ,Equity Theory of Adams, Attribution Theory of Heider, Goal Setting Theory of Locke and Reinforcement Theory of Skinner etc. make an overview of the definition and the mode of the performance wage , make brief of premise and principles of pushing performance wage , and put forward the principle of performance wage management. The second part will introduce the changes of performance wage distribution system on Zhoushan Daily, design basic frame of performance examining system according to its organization composition, personnel configuration and work function situation, institute standard design of examining target and evaluation about editorial departments, administration departments and management departments, analyze the effect and the limitation of the performance wage application on Zhoushan Daily , reveal the existent problems of performance wage distribution system and difficulty in its implementation. The third part based on referencing the experience of overseas newspaper offices’performance wage management, will propose the principle and the goal in improving the performance wage management of Zhoushan Daily, and the concrete countermeasure suggestion, in order to form the new performance wage mechanism which is adjusted voluntarily along with the economic efficiency quality, display the performance wage’s leverage usage better, enhance the office staff’s working enthusiasm, creativity and the initiative, and impel the development of the press and management with steady steps.
