Research On The Management Of Personnel Personnel Files Of Mobile Personnel

With the continuous development of China's economy,the floating personnel is becoming more and more frequent.The floating personnel mainly include: university graduates,the organization of reemployment of migrant workers,rural surplus labor force.In addition to the rural surplus labor has been widely established archives.The flow personnel files have a very important role in every aspect of society today,such as personal education,qualifications,identity and so on.However,the problems in the management of personnel files in different regions are different,which requires us to pay more attention to the problems in the specific areas in the study of the personnel archives management of mobile personnel,and then to study the management of the personnel files of the mobile personnel in specific areas.Based on the basic concept of floating personnel archives and the interim provisions on the management of personnel files of mobile personnel in 1996,this paper analyzes the existing problems in the management of personnel files in Harbin area.Some measures to solve these problems are put forward.The article is divided into three parts.The first part mainly focuses on the relevant concepts of the personnel files of the mobile personnel.The second part mainly focuses on the development of the personnel archives management in the Harbin area and the problems in the management of personnel archives in the Harbin area,which are mainly elaborated from the aspects of archival consciousness,management system level,management level and management team level.The third part is the core part of the paper,which is mainly about the existing problems in the Harbin area,and the future conception of the development of the personnel archives management in the Harbin area.
