China began to manage the safety of drinking water in rural areas. Drinking safe water supply projects put into construction. Geographic information systems and computer technology continue to progress and development. The use of modern technology to manage water conservancy information is the inevitable development trend. Vast amounts of data need to rely on scientific and technological means to achieve unified, standardized and efficient management of data information. Rural drinking water safety management of Zhengzhou City plays an important part in water conservancy modernization. Achieve standardized management of data information. Improve the level of sharing and utilization of data. Strengthen the supervision of drinking water safety work. The purpose of the research is to provide convenient services for the management and improve the efficiency of those management personnel.This paper analyzes the background of China’s rural drinking water safety. Illustrate domestic and foreign research present situation.The article explains the geomorphic feature of Zhengzhou. Combined with the Zhengzhou Municipal Water Authority and the Xinmi Water Authority research work, the author analyzes system requirements and business function modules. With the rational use of computer technology, the author designed the logical structure, function modules and database of the rural drinking water safety MIS. Compare with the different kinds of development languages. Select "Javascript API" for Web page development of the applications system. With the use of C#, programming and achieve business function modules. In this paper, the author used SQL Server as database and ArcGIS Server to publish map services. By using the ArcSDE spatial data engine technology and sliced map service etc., the MIS achieves the basic business functions.
