The popularity of the emerging wireless technologies give birth to the requirement of integration of different wireless network technology, such as:wireless local area network, mobile communication network, wireless personal area network and Ad Hoc network. While the various networks enable users to access the internet at any times, in any locations, at any occasions, communication technology meets new challenge. It is a common sense that the future development of communication is no longer certain technology alone, but a variety of technologies co-existence. The seamless handover between heterogeneous network is one of the most crucial issues that we have to deal with. To achieve seamless handover is conducive to the integration of different network technologies and to improve the utilization of network resources to provide a smoother experience for the user, which is the trend for development of future wireless communication.Currently, the solution for inter-network switching in the actual network is mainly limited mobile IP(MIP). Even though Mobile IP is now Internet standards, a large amount of problems exist in the switching between the actual networks. The new transmission layer protocol SCTP, with its multi-homing characteristics and dynamic address reconfiguration, has more advantages in dealing with those problems compared with Mobile IP.This paper designs and implements the prototype system to achieve seamless handover between heterogeneous and homogeneous networks running the SCTP protocol, on the basis of a detailed analysis of the SCTP protocol and the Linux operating system platform LKSCTP project. Our contributions mainly lie in the following two points. First of all, we examine the validation and robustness of the prototype both in the heterogeneous and homogeneous network environments. Then we build the SCTP protocol-based streaming media playing and file transfer applications. In our test experiments, when the mobile terminals move between the networks, the service maintains fluency and continuity. And our experiments, when the mobile terminal move between the networks, the service maintains fluency and continuity. And our experiments present thar we realize the seamless switching across the network at the transport layer.
