In recent years, with the rapid development of wireless communication services, high-speed wireless access technology in WiFi network is widely used. In the interconnection between mobile communication and wireless network, seamless handoff is especially important. So the switching of3G/WiFi intelligent two-mode terminals between heterogeneous network becomes the primary problem to solve.The thesis starts with the features of3G and WiFi, and the key technology of3G and WiFi intelligent two-mode terminals is researched in this paper. Seamless switching algorithm with stable period based on two dimensional cost function is proposed according to the "ping-pong effect" and the handoff delay.Network simulation software OPNET14.5is used to modeling and verifying the algorithm. Seen from the simulation results, the feature of the new algorithm can be reflected in this paper. The new algorithm reduce the switching rate significantly, inhibit the "ping-pong effect" effectively and reduce the handoff delay, which greatly improve the system performance and has certain theoretical value and engineering practical significance.
