In recent years, with the popularity of mobile communication, users’ demand for mobile communication services are constinually changing. Mobile communications business has grown from a simple traditional phone service, data transmission to the current digital multimedia services. Traditional single network connot meet the business demands of the user. Therefore, the integration of heterogeneous networks has become an inevitable trend. However, the need of making the users enjoy the "seamless roaming" between heterogeneous networks in the environments of in complex, heterogeneous network has brought the future network great challenges, In addition, the choice of the best network need to refer to multiple factors because of the environment of the heterogeneous network handover is complex. The mobile terminal has to communicate with the network a few times in order to obtain network resources during the process of handover. Therefore, in the future heterogeneous network environments, it will be one of the demands that making the function that getting the network parameters flexibly and managing the network resources and ability conveniently. The emergence of SDN technology meets the demand of the heterogeneous network handover technology.Aiming at this problem I studied the heterogeneous network handover technique and SDN technology. And on this basis I proposed a new algorithm. In this algorithm we make the UTMS network and WLAN to switch between networks as an example, do the simulation using MATLAB platform. The simulation results show that the proposed algorithm can effectively reduce the handover frequency, and timely and effectively select the network considering with the wishes of users, and within a certain range, the user greater speed algorithm more obvious effects. Besides, I proposed a new hawendover scheme from the point of architecture based on the SDN technology and build the network environment SDN based on the Mininet, realize the formation of network and topology and obtain the network information and configure of network resources and switch the link of network nodes through the network programming interface of the Mininet.
