The target of personal communication is to communicate with anybody, anywhere, anyhow and anytime. Services of communication include voice, data communication video and multi-media. But there is no single technology or system can make this target realized, even the most advanced3rd mobile telecommunication system. With the development of IP technology, all the services can be carried over IP technology, chances are one service can roam among different networks, different operators and not be interrupted. Seamless roaming between heterogeneous networks becomes possible.Standards of WLAN and3G technologies are introduced briefly first in this paper, then different solution based on different layer of Internet model are compared, advantages and drawbacks of them are listed. From the result of comparison, solution for seamless handover based on mSCTP protocol is employed in this paper to realize the handover between heterogeneous networks like WLAN and3G networks.Second, the resolution is implemented on the Linux operation system. Seamless handover between WLAN and CDMA2000networks is demonstrated by the implementation. A dedicated tool is devised to evaluate the handover performance in terms of parameters like application layer throughput, latency and packet loss.Finally, the performance of the resolution is evaluated in the real operators’ networks. From the evaluation results, the mSCTP solution show really good performance in the slow-moving scenario. Unreliable traffic like UDP or reliable traffic like TCP suffers from low handover delay and comparable packet loss. But performance is much worse in the fast-moving scenario; higher packet and extremely longer handover delay are not acceptable for any kind of services or applications.In the evaluation, we also found some drawbacks of SCTP itself has no knowledge of under layers like network layer and physical without the assistance from network side, and the size of cache has different impact on different services. At last criteria for designing a seamless handover solution is discussed and combining mobile node and network criteria is proposed.
