The Role Of Micro Blog In Supervising The Government

As the society marches into the information age, the rapid development of the internet has not only had an influence on each field of the society, but also changed people’s lifestyle. People have become accustomed to online work, online reading, online shopping and online business. Network is an indispensable tool for people to read the news and to participate in government and political affairs. Micro blog, an emerging network media, was introduced into China in2007and has a user scale of over300million at the moment. Since2010, many nationwide social events have been exposed on the micro blog platform, where public opinion was formed. Relying on collaborative influence, public opinion supervision via micro blog has broken through the geographical limitation and made a great impact on social events and played an important role in supervising the execution of public power. As micro blog is widely used, the public can really enjoy the right of expression and supervision, the freedom of speech, the democracy and nomocracy.To this paper, micro blog plays an important part in the aspect of public opinion supervision, such as reflecting social problems, supervising public power, solving the aphasia problem of traditional media, enhancing social visibility and promoting the development of democracy, etc. However, at the present stage, there are some existing problems when micro blog playing the role of public opinion supervision. Concretely speaking, the problems are as follows:overflowing junk information increases time-lag on supervision, fake information spilling produces supervision misplacement, frequent indiscreet remarks violate legal rights and interests of others, network collective ecstasy impacts social stability, etc. The government, the media and the public each needs to perform its own function and make joint efforts to promote the development of public opinion supervision on micro blog platform making for democracy and social stability.This paper chooses the role of micro blog in supervising the government as the object, and analyses how the propagation path, the Weak Ties and the propagation characteristics of micro blog contribute to public opinion supervision over the government from a theoretical point of view. In order to dissect the public’s degree of cognition and participation, and to explore the current situation and the existing problems, this article empirically do a survey about how the public use micro blog to implement public opinion supervision over the government. Besides, this paper analyses recent representative cases regarding using micro blog to implement public opinion supervision over government, probes the occurrence mechanism and the existing problems, and makes reflections on the measures to guide the public opinion supervision via micro blog stepping into a sound development track.
