Micro-blog is a mini-blog which allowing the users update their personal text via SMS, websites, instant messaging and external API interfaces. It has so many propagation characteristics, such as produce, issue, reprint and feedback the information in a real-time. It is the new product in the times of Web 2.0. 2009 is the year of development of micro-blog in China. Later, following by the appearance of some breaking news events reported, such as "Yihunag event", Kunming "snail Wan wholesale market mass incident" and "Pu Yue dispute" in the micro-blog, we can see that micro-blog is gradually become the media which the network's public opinion converged, and at the same time the gossip spread rapidly. It is also become the public sphere. It can explode network's public opinion at any time, bringing a critical challenge for government to prevent and solve the network's events. So how to response to the public opinion of micro-blog is a novel and practical problem that the government must face and solve.The article first reviewed the background of micro-blog, summed up its propagation characteristics, then based on the theories of journalism, communication science, sociology and political science of network. Analyzing the model of public opinion of micro-blog. Combining with the actual cases, the article dissected the reasons that micro-blog bring a critical challenge to the government in unexpected events and the status of the government's response. Finally, the article proposed a series of strategies of the government response to micro-blog's public opinion.
