In recent years, China’s economy has entered a new stage, the standard of people’s living has also been greatly improved with the development of the economy, and people’s demand for fresh products is also growing, especially concerned about their quality and safety issues. However, due to the characteristics of perishable, the fresh product’s loss is very high in the process of production and circulation, therefore, how to reduce losses in the distribution process, to improve the fresh product’s quality, while reducing distribution costs has become the first problem that suppliers should solve. Based on the special nature of the fresh products, cold chain logistics has got more and more attention, while the level of China’s cold chain logistics is still very low and not mature of the development, so the study of cold chain logistics has a great practical significance.This paper establishes the cold chain logistics distribution route optimization model through analyzing the characteristics of products and the characteristics of fresh produce distribution, then establishes the cost function by analyzing the various costs in the distribution process. The costs include fixed costs, transportation costs, refrigeration costs and the loss costs. On the basis and combined with the actual situation, this paper joined the limit of soft time windows and analyze the penalty costs that caused due to violating the limit of time window, the optimization of the model has been carried out. During the design of algorithm, this paper fully considers the characteristics of the cold chain logistics, design a new state transition probability and information updated policy. This paper proves the model’s reasonableness and effectiveness through a example.
