As people’s living standards improve, people have an increasing demand for frozen meat. Inorder to ensure food safety and quality, logistics transport plays an important role. Therefore, studyinghow to monitor and schedule for cold chain logistics vehicle is practically important. Meanwhile,Geographic Information System(GIS) has strong ability in geographic data processing. Meat coldchain logistics based on GIS can improve logistics’ efficiency and reduce logistics’ cost.Monitoring and scheduling system for cold chain logistics is developed based on the research ofmonitoring and scheduling technology. Firstly, customers’ function demand and system’s performancerequirement are analysed. System’s architecture, and data flow structure are designed. The datamodule and component of GIS electronic map is analysed. Secondly, GIS electronic map and databaseare designed. Road network topology is realized. Spatial data and attribute of road network are binded.Three ways of GIS software development are studied. System is developed in component-based way.Thirdly, Dispatch model of meat cold chain logistics is established. Typical algorithms for vehiclerouting problem such as Floyd algorithm, A*algorithm and Dijkstra algorithm are studied andcompared. Finally, the cold chain logistics scheduling system is designed based on Dijkstra algorithm.The monitoring and scheduling system is C/S architecture, Microsoft SQL Server2000asdatabase system, Delphi7as the system development platform and MapX used as the GIS platform.After test, the system runs normally and Vehicle real-time positioning, vehicle scheduling, vehicleinformation management are realized.
