With the rapid development of the socio-economic, people’s living standards improved, their view of consumption has also changed a lot, and frozen food has become an integral part of the daily life to the modern consumer. The cold chain is an important way to protect frozen food; therefore, the cold chain has become the development trend of logistics in the future. There are a lot of uncertainties in distribution process of cold chain logistics; they may lead a variety of chain scission accidents. In order to guarantee the security of food, maintaining interests of the cold chain business, the rescue of chain scission accident is very important. Therefore, based on the cold chain logistics distribution, it has important practical significance to build the rescue model of cold chain logistics with minimize cost.This paper is based on cold chain logistics distribution with the traditional time windows, by considering the characteristics of frozen food, constructing a rescue model of cold chain logistics, analyzing the costs functions in the rescue process. The objective function of the model includes refrigeration costs, penalty costs as related to violating time windows, cargo damage costs of accident vehicles, as well as fixed costs and transportation costs in the traditional vehicle routing problem. Considered from the perspective of the cold chain logistics business, the goal is to minimize losses, obtain the least sum of costs of the objective function. According to the solving methods of rescue model, then to designed the chromosome encoding and special arithmetic operators to get the resolution. Finally, based on specific examples, obtained the optimal objective function value and the arrangement respectively, and comparisons of computed results fully verified that the algorithm given in this paper can obtain an optimized solution effectively and to be a good scheme to solve cold chain logistics rescue.
