Abstract/Summary:
In the modern world, information explosion, social science and technology improving rapidly, the new media application spreading widely, the democratic politics developing and the sense of democracy increasing continuously., all these factors affect the opening and utilization of archives from all aspects. Archive policies and regulations has the orienting function to the development of archives. They standardize the social archives behavior and avoid discordance、blindness and randomness in archives work up to the hilt. Currently all countries in the world bring archives work into the sound legal system. Though America’s history is short, policies about the open access to archives are becoming more and more conducive to the national information construction after a lot of revising and complement. Our country also enacts "archives law" and other relevant laws and regulations to standardize the development of archives, but due to different national conditions, some shortcomings still exist in our relevant policy, impeding the opening and utilization of archives work. Especially with the rapid development of information、science and technology, information proves to be the fundamental resources and strategic elements to promote national economic and social development. As an important part of social information resources, archives should play a strong role in the information society. At present, disclosing the government information and making transparent honest and efficient government has become the consensus of all countries in the world. Archives department in which stores a lot of government information resources, is the consulting place for open government information. The opening and utilization of archives work is the premise to realize the value of archives information. It directly affects the extent of the government information publicity and indirectly restricts the process of social democratization, openness. In this social context, this paper uses comparative research, literature research and interdisciplinary research methods, to analyze the relationship between the open access to archives and government information and clearly define the positive significance that the policies about the open access to archives make for the development of social information resources, the publication of government information and the construction of service-oriented government. Through the comparative analysis of policies about the open access to archives both in China and America, this paper discusses the similarities and differences of the relevant policies in legislation principle, procedure, cost, and scope, time, etc, between the two countries. Besides, this paper also investigate the characteristics and current situation of the open access policy in China and put forward the corresponding rational suggestions, in order to seek reasonable path for promoting archives work orderly.This article is divided into four parts. The first part narrates the background, research significance and research methods of this article; The second part analyzes the relationship of dialectical unity between the opening and utilization of archives and the publication of government information from their concepts and introduce the history and situation of government information publicity in both countries; The third part mainly compares the developing history and specific rule of the relevant policies in China and the United States; Based on the above comparison, the fourth part explicitly indicates the enlightenments we can draw from the opening and utilization of archives and the publication of government information in America.In the background of information explosion, knowledge updating quickly, the archives workers should actively face the opportunities and challenges that the new environment brings to the archives work. Make the best of the promotion in the publication of government information. Balance the relationship between confidentiality and openness. Construct reasonable pattern for archives openness and utilization to move the archives work forward. At the same time, make their own contributions to the publication of government information to promote socialist democracy construction and build a harmonious socialist society.
