The Study On The Comparison Of Archive Institution Between China And America

Archives are generated from governments, social organizations and individuals as the original records for future reference, which Include the text, graphics, audio-visual and so on. Their functions are comprehensive such as social function, history function and social mission. Archives have the positive effect to promote the development of society. The institution of Archives is not only the work department but also an important basis for managing files, so all around of the world pay more attention to the organizational system of the archives, and put in a lot of manpower, materials and financial resources. However, because of the differences of the political system, cultural traditions, economic strength, technological capabilities and other conditions, different countries set different systems, means, levels and other aspects. Chinese government established the department of the National Archives in November 1954, which gradually established a set of administrative systems of archives, educational institutions of archives and other archive institution throughout the whole country.The United States located in the central of the North America has more than 200 years history since 1917, so the accumulation of U.S. civilization can't be compared with other ancient civilized countries. However, the federal government pays more attention for the protection of its cultural resources because of its short history. Currently owing to the rapid development of archives in America, the US has become one of the highest levels of the archival undertaking. By contrast the difference between china and the us, the author draws the following revelation:to strengthen the management of agency records, to integrated management of the mixture of documents and archives, to learn the service concept of American archival institution and to expand the public service function of archives in China, to established appropriate Documentation Centre, to changing concept of archival work, to created further development of cultural products, to establish and improve intermediary file system of laws and regulations ensuring the development of archival intermediary services. This article compares the difference of archival institution between China and the United States from the institutional context, institutional setup, and management methods, pays attention to learn its essence and discard its dross, which will make a construction in the continued development and improvement of archival undertaking.
