The Design And Implementation Of Government Units Meeting Procurement Management System Base On J2EE

With the deepening of the process of information and extending of paperless office, meeting procurement management in government agencies shows a series of problems, for example inefficiency of traditional management, backwardness of the model of management, non-synchronization among different departments and not timely communication with suppliers. While some government units have been equipped with computers to assist meetings procurement management, but because of different places of meeting, different time and places and the great differences of selection of suppliers, besides the computers and some software in difference units are independent to each other, so meeting procurement management remains the problem of being chaotic. Due to the backwardness of the management model, confusion of meeting procurement arrangements, permanent loss of orders and clearing data occur sometimes. In view of the status of the procurement management meeting (PMM) of the Tianjin Government, it’s necessary to design and implement a perfect and unified system for meeting procurement management to control.the procurement work.This paper describes the design and implementation process of PMM. PMM for government units adopts the architecture Browser/Server and uses the way of WEB to operate business on client. Based on the users of our system:purchasing managers as well as suppliers, Our system is divided into two main functional modules:meeting procurement management module and supplier management module. We analyzes the functional definition of these two management functions, operational procedures and expression of related data, carry out a detailed needs analysis to the whole process of management of meeting procurement, use UML class diagrams and timing diagrams to express the class, core methods and main function for meeting procurement management and supplier management, supplier management class in details. In order to ensure that the system has a good platform independence and interoperability, as well as being easy for future upgrades and expansion, we use the more popular object-oriented development language Java as the language for system development, JSP dynamic web development technology for web design and according to the actual situation of meeting procurement management in Tianjin Municipal Government in, we tend to SQL Server2005as our database whose database engine can provide safe and reliable storage for relational data and structured data and can also be used to build and manage program for data application with high availability to design our database. In our paper, we provide instructions for core code and key technique.The results of testing show that the system basically meets the needs of the meeting procurement management for Tianjin government units, accomplishes the unified management of the meeting procurement and suppliers, meeting needs and costs of meeting management, standardization of process for management of the procurement, visual management and precise data management generated during procurement process. All of these improve the efficiency and safety of meeting procurement management in Tianjin Municipal Government and reduce the cost.
