Indonesia is a multi-ethnic country. It’s also one of the countries with big Chinese population in Southeast Asia. Chinese-Indonesian ethnic has been an integral part of the Indonesia nation’s history. In the social-cultural aspects, the main contributions of the Chinese are in the field of Chinese education, Chinese newspapers and Chinese societies. The newspaper plays an important role as social mass media, especially in a multi-ethnic country. Forty years ago, the Chinese-language newspaper in Indonesia because of political reasons had been banned. But after the reform in1998, with development in various fields and changes in Indonesia and abroad, Government has introduced policies and system which aim at easing the limitation on the Chinese, its cultures, and many Such Policies has opened up space for the development of Chinese-language newspaper to grow and to expand. Chinese-language newspaper as a media of Indonesian-Chinese national integration and its achievements until now are indeed subjects worthy of research. The contents of newspapers are coming from the choices of the news agency. The news agency will have options to pick a certain angle of information and publish it in such tendentious form to please its objectives. The emergence of the Chinese-language newspaper and the presence of the Chinese community in Indonesia have been influenced greatly by the nation history journey. The development of the Chinese-language newspaper in Indonesia can not be separated from domestic social, political and economic changes. Therefore, the main concerns of this study are:first, how the political, economic, and social changes affect the development of the Chinese media (newspapers). Second, is to understand how different times and different ownership will shape the angle and tendency of the news contents and its publication.Indonesia daily newspaper founded in1966is the only Chinese-language newspaper allowed to be published in Indonesia during the Suharto (new order) in power, because it is the only Indonesian Chinese bilingual daily newspaper sponsored by the government At the end of year2006, Indonesia daily ownership has changed into a private cooperation with Malaysia (Sin Chew Daily) and then so renamed as "Indonesia Sin Chew Daily" newspaper. In this study, the author tries to compare and analyze the development of the Chinese newspaper in Indonesia, on the Suharto era and after the Suharto era (1966-2012).This thesis is divided into four chapters expand the exposition. The first chapter is the introduction to introduce the main objective, the background, the research method, and the content necessity. The second chapter is the definition and theoretical overview to lay down some foundation for the research. The thesis utilizes some important definitions, and overview of the basic theory, including but not limited to Shoemaker, Altschull, and Gillian Doyle third theory of media. The third chapter is to explain the changes in the period of1945-2012’s on the Chinese-Indonesian position and Government policy on Chinese related media, which is divided into the following three periods:the Soekarno period called the Old Order (1945-1965), the Suharto period called the new Order (1966-1998) and the reformation period (1998-2012). During the Sukarno period, Indonesia is on "guided democracy" political environment. The media is controlled by the major political parties in Indonesia, and became the mouthpiece and political propaganda tool. It is the period of more relaxed environment for the development of the Chinese-language newspaper. The next period, the Suharto period is when the President used his political power to impose tougher measures to effectively control the situation in the country as a whole, this is a period when government impose strict media censorship or even to stop some medias from circulation. This is also the period which gives background for the Indonesia Daily foundation. The last period, the reform period from1998after the fall of the Suharto until today, is the period when the collaboration of Indonesia daily newspaper and Sin Chew Daily cooperation takes place. In this period around end of2006until august2012Indonesia Daily changed its name to "Sin Chew Daily" Indonesia. In the third chapter, author will also do data classification, comparison and analysis of those two newspaper’s contents to prove whether there are any different trend of information angle and publication under different ownership in the newspapers content. In the Chapter4, authors will further analyze the data laid down in the previous chapters in combination with the scholarly theory of media ownership. Author will evaluate, and determine whether the ownership attributions affect the content and features of the media (newspapers). The fourth chapter is also the conclusion of the study, comprehensive collation of the results of this thesis, the inadequacies of the study and follow-up study suggestion.
