With the improvement of productive forces and automation technology, the independent detecting system is far from suited to the needs of modernization. The subject of this paper is inspired by the transformation of independent detecting equipments from a factory that changes the traditional integrated monitoring system into network. The project aims to upgrade and modify the water, electric, gas systems and video monitoring system in order to attain the goal of remote monitoring and control in the main control room.The paper introduces framework design, software and hardware, key program design, monitoring menu design and verification of the system. Considering the particularity of the electric meter’s module protocol, it develops DGW2000, a module protocol that changes the special protocol into a standard Modbus. Field data collected by PLC can be vividly shown on configuration screen in the main control room through optical fiber transmission.The system achieves to manage all the production of every factory and workshop. It also performs the function of remote monitoring and control for equipments and analyzes the energy consumption to avoid the waste of resources so that it can make sure of the production safety. By testing, the system can satisfy the original design requirements and attain the goal of remote monitoring and control.
