With the continuous development of network in our country and thepopularization, the network strength is gradually showing up. In recent years, underthe background of media convergence, the emergence of new media makes publicopinion more liberalization, transparency and openness, such as blog, BBS and microblog, SNS, etc. Due to the characteristics of network’s openness, universality, rapidityand anonymous, Network is not only enrich people’s opinion, but also greatly expandthe public’s rights of supervision by public opinion. Through the medium of network,the public can supervise some hot topic and blind spot issues by public opinion intoday’s society. This supervision reflects not only the social democracy, but alsopromotes the process of china’s political democracy.First of all, this paper discourses general situation on the network supervision andthe traditional supervision by public opinion. From the development and the presentsituation of network supervision and the traditional supervision by public opinion, thispaper summarize their respective supervision modes and features. In the second place,this thesis analyses the similarity between the network supervision by public opinion and the traditional supervision. By summing up the similarity on supervise behavior,supervise nature and the legal background, it can help us to find the inner linkbetween them. Once more, we can compare the network supervision by publicopinion with the traditional supervision, and find out the differences between them.Finally, we should build up a impeccable system of supervision by public opinion. Itwill make the network supervision by public opinion and the traditional supervision toinfluence each other, promote each other.
