With the development and popularization of computer and internet technologies,it is quite common to consider the information as a valuable resource. The degree ofmanagement automation has become a crucial indicator to measure the level of thesocietal development and scientific and technological progress in a country. As highereducation in our country has reached a new phase, the task loads of school teachingand management have become increasingly heavy. If the traditional management modelis to be adopted continuously, a lot of manpower, materials and financial resources willbe wasted and the traditional management model itself will be eliminated by the fastand ever-changing society. Schools and research institutes are important bases forpropagation of social knowledge and attraction of talented people. It is very significantfor them to achieve management automation to continuously meet the needs of theirown development.The main objective of this paper was to design and develop a teacher training andmanagement system based on B/S framework. The system was called “Teacher Trainingand Management System of Hangzhou Research Institute of Education and Learning”and developed using ASP.NET, C#development language and SQL Server2005Express with the Microsoft Visual Studio2008development environment as the keytechnologies. It was composed of the following modules: user management,self-training and management, school-based training management, institute-basedmanagement, reading management, key member management, curriculum management,credit management, and information management pages. The workflow of the systemwas as follows:(1) user logging onto the system,(2) assignment of rights to differentusers by permission judgment of the system, and (3) operation for various purposes.General users could only browse and query the relevant student information. Systemadministrator had the highest privileges, who could not only complete all the operationsof the general users, but also add or delete basic information of students. It is hoped thatthe creation of the system could meet the demands of the new era to computertechnologies, to create a new teaching and learning management environment for schools and students, to improve the efficiency of learning of students, and to enhancethe teaching level of teachers and even the management level of the management staff.In this paper, research status of the management system and its social demands andpractical significance was firstly explained. Key technologies used in realization of themanagement system developed were then elaborated, including the technologies ofADO.NET database connection, permission distribution of the system, the safety of thesystem and a single log-on technology. The system can greatly facilitate the informationmanagement in teachers’ learning, improve school management level, and meet there-learning needs of teachers.
