With the substantial increase of public servants training in Sichuan Aba Tibetanand Qiang Autonomous Prefecture (referred as Aba), a huge demand of trainingdevelops in its presidial regions. Based on the character of the remoteness betweencounties and towns, a crucial task in the Aba public servants training is proposed whichcan bring better services for office administrating, civil service training and teachertraining for public servants. How to build a unified, effective and practical traininginformation management system by using the limited training and education resourceswe have and accelerate the speed of building a network training system is an urgentproblem to be solved. At present, the basic work in the counties and towns is on theway of network-based management. However, the task of fully realization ofnetwork-based education&training in all the13counties and222towns needs notonly a high value on the network infrastructure, but also a effective managementinformation system (MIS).The Civil Service Training Information System mentioned in this article achievesa networked and informationalized management in the specific training of civilservants by database technology and Web technology. Based on a comprehensive anddeep analysis of the actual needs for civil servants training in Aba, the effective andstandardized examination management is realized via B/S mode. The author studies the current situation of training information system at homeand abroad, combines with the information management requirements of civil servicetraining in Aba, analyzes all the processes of the Civil Service Training in Aba, andcollects all the requiring data of the Civil Service Training Information Systems. Afterthe strict analysis and designment of the information system, ER diagram, databasetables and system interface etc. are figured out. Each functional part is usedcomponent-based development and designed with lots of module blocks, which canreduce the coupling of the system and improve the scalability of the system greatly. This article also analyzes the system requirements after describing related development technology, sums up the function of each module of the system, and then conductsmodular design of these modules and realizes various functions. The figures that showparts of the system interface are provided subsequently. Lastly an on-line test run andits results are presented.
