With the rapid development of modern society and computer technology, thegovernment should accommodate the new requirements. Currently, the personnel andpayroll management of government departments is relatively backward. Therefore, thegovernment departments should adapt to the new requirements of new times. In order toimprove the personnel and payroll management of government departments, we needuse information technology, network technology, database technology. At the same time,we need promote the improvement of the remuneration management for the government.Therefore, through the improvement of personnel and payroll management system, wecould improve the efficiency and information degree of government departments.Through the personnel and payroll management system, we could realize themodernization, standardization and scientification of government.In the thesis, the system for Wan Zhou District is based on Windows, with J2EEplatform, with B/S structure. According to the specific circumstances of Wan ZhouDistrict personnel and payroll management system, we should analyze the requirementsof personnel and payroll management system and functional requirements for scientificand systematic. In this thesis, the following work has been done:Firstly, make requirement analysis by the object-oriented method and designhumanized user interface.Secondly, according the requirements, we design the analysis model and theoverall design of the system. And we divide the function of the personnel and payrollmanagement system. At the same time, in order to improve the safety of the personneland payroll management system, we use the data encryption technology and hierarchicalpermissions technology to design the system security.At last, we develop the system according the requirements analysis and designproposal.
