At present, not only the development of the whole society, but also the tenth institution of China Electronic Technology Group Corporation itself all put forward higher and new request about personnel and wage management. Establishing a modern personnel and wage management system that is supported by information technology is an important basal work in the construction of employee procession. It is also the precondition of realizing the modernization of personnel and wage management and scientific decision in business.Applying the software development principles, this thesis presents the stages of system requirement analysis, overall system design and implementation. First of all, the thesis introduces the topic research background and the significance, expected to have a whole recognition of personnel and wage management system. Then from the actual requirement of the personnel and wage management system, the thesis describes system functions in detail, and maps the use case model and the main business activity diagram. Based on the analysis, it puts much attention to the modular functions with modular structure, and combined with database theory and the actual situation in CETC-10, a database design is completed. Finally, the thesis introduces the system’s implementation in detail based on three-tier and IBatisNet, and introduces the main functions of the system and the log function.The system not only meets the current personnel and salary management, but also strengthens the management and improves the work efficiency. It has passed acceptance, and formally puts into use. Practical application shows that the system has completed the arms, improved the work efficiency, and achieved good practical results.
