EPO (network public opinion) is a popular research topic in networkcommunication in recent years. With the development of the Internet, more and moreinternet users prefer making comments on an event or some problem via networkplatforms. Cyber opinion is becoming the most important representatives of publicopinions. People in the virtual space increasing impact all aspects of our politics,economic, cultural and social life. The citizens’ enthusiasm for political participationvia the Internet is growing. Cyber opinions push forward the process of China’sdemocratization. Network public opinion on hot spots is also becoming an importantcomponent of social public opinions. With the positive attitude of Chinesegovernment on supervising network public opinion, the network public opinion haschanged the leading role of traditional media. A series of network public hot spotsbring us some new thinking of Chinese government capacity. The government shouldadequately realize the social influence of network public opinion, take effectivemeasures to prevent and deal with these network hot spots, avoid the intensification ofconflicts, exercise state power and handle public affairs with proper guidance ofpublic opinion in the future.The thesis is divided into four chapters. The first chapter elaborates the definitionand characteristics of the public opinion and network public opinion. The secondchapter analyzes the network hot events occurred in the past five years and make adepth analysis on how. The third section illustrates the social roots of public hot spotsbased on¨GUO MEIMEI EVENT¨. The final chapter clarifies government’attitude and strategy for the network public opinion on hotspot of society.
