This is because of the inborn characteristic of the network communication, which causes it to become possible that people express their public opinion freely, without barrier. The network so becomes a new public opinion field and provide a platform for reality supervising.In Chinese Internet's development process, there was a Symbolic event happened in 2003——the Death of the Sun Zhigang, and people naming this year as the first year of network public opinion.
