| Information is the lifeblood of managing the development of enterprises. With the rapid development of information technology, introducing advanced technology and methods, using modern tools to improve information management mechanism of enterprises, increasing the enterprises management content, improving labor productivity and reducing unnecessary losses as well as costs have aroused leaders’ attention. The informatization of enterprises management is to apply modern information technology in all aspects of management, speeding up acquisition, processing and transmission speed of information management of enterprises, which makes the resources to be reliable protected and effectively used. It provides basis for decision-making of the management of workers in time, and to promote the improvement of enterprises and management level. The informatization of evaluation experts of construction project manages relevant information of construction project bid, bidding, bid evaluation experts and construction projects effectively. Filing and monitoring the bidding evaluation process in the form of computer balloting, in which can we effectively reduce the interference and the impact of human factors on the bidding as well as promoting an open, fair and impartial bidding for the setting of management order, realizing trading modernization and bringing information to public to adapt to new demands and environment changes, regulating the construction market in the same time. To this end, we have developed an Evaluation Experts Management System of Binhai District Construction Bureau.This paper describes the development process of the Evaluation Experts Management System of Binhai District Construction Bureau. Firstly, we analyze the background and current situation of the development of the system, and then we get the overall business needs of the system. An effective solution has been raised in the designing and implementing of the system with the analysis of the JAVA development technology and Struts1Hibernate Spring technical architecture.After a detailed needs analysis in the system, this paper divides users into the construction unit users, expert users and system administrators’ users. The Evaluation Experts Management System makes organization of the function of each system user. The user’s system function of construction unit includes extracting experts, evaluating experts, reporting project and returning Experts; user’s system function of expert user includes modifying expert’s information, viewing modified project, appealing and checking replies of the appeal. The system administrator user basically manages the related information in the system. Then, we conduct detailed need analysis in each module as well as explain it with UML diagram, realizing the functional design of Evaluation Experts Management System. In terms of system technology, it demonstrates the technical framework of the system and the overall function of the system architecture. In terms of functional designing, it designs detailed function with flowchart and sequential diagram. This paper describes the realization of Evaluation Experts Management System of Binhai District Construction Bureau with screenshots combined with the codes of functional interface.The system realizes the electronic and informatization of bidding expert assessing the information, which ends the traditional way of project bidding, not only saves a lot of manpower and material resources, but also improves the effectiveness of keeping and handling of information and the efficiency of experts’ bid evaluation.The system not only focus on the implement of Evaluation Experts Management System of Binhai District Construction Bureau, but also puts a lot of energy on the interactivity of the system, the design style of the system page and system’s operation performance which plays an important role in the daily operations of the bureau of construction’s bid evaluation. |
