Recently, the IP-based digital video surveillance systems are rapidly growingpopularity because it has many advantages over the traditional analog video surveillancesystem. An important feature of the IP-based video surveillance systems is that theencoded video data is transmitted over the existed IP network. Since there arecongestions on the IP network, the packet loss of encoded video data duringtransmission is inevitable and causes the appearance of mosaic in the reconstructedimage, therefore degrade the visual quality seriously.On the other hand, the video records of the IP-based video surveillance system areoften used as evidence for the investigation of events, so it requires higher visual qualityof the reconstructed image for the system. Thus, it is very important to make errorconcealment on the video records in which some encoded video data may be lost.In this paper, the error concealment algorithm for the video surveillance system hasbeen studied and the algorithm adopted by FFMPEG library, an open source H.264decoder commonly used in IP-based video surveillance system, has also been analyzed.Secondly, some improvements upon the FFMPEG library were proposed in this paper,which introduced an improved Sobel operator in the adaptive spatial error concealmentalgorithm and improved the temporal error concealment algorithm. Finally, theintegration of the proposed algorithm with FFMPEG was implemented.The simulation results show that the proposed algorithm has better performance onvisual quality over the existed algorithm in FFMPEG library and has certain value inpractice.
