Research On Crisis Management Of The Public Library In China

Recently,many different kinds of unpredictable and emergency incidents occur frequently in the world, which caused disastrous harm to human social production and living, and hindered the development of social economy. With the media to all sorts of sudden crisis further reports and maintain the attention of public opinion, the topics of crisis management has become the key research all over the world one of the important issue.The public library is a public cultural service facility, which provided freely by the country in order to meet the people’s needs for knowledge and information.The public library is the national and society’s important cultural institutions and information platform, and it is open to the public, service readers, opening to the outside world. Since the beginning of this century, the CPC Central Committee and the State Council attach great importance to strengthening culture construction, building public culture service system.The public library is an important public cultural facility and public cultural service organization,which is directed to the vast number of grassroots, and plays an irreplaceable role in the construction of the public cultural service system in our country. It is the basic platform for the broad masses of the people to share the results of the cultural construction.In the process of development and construction of public libraries, all kinds of disasters and unexpected events always happened, such as flood,fire,earthquake and other disasters. The result of these disastrous emergent events is shocking, and that brings irreparable damage to the human society. In particular, the value of precious literature and antiquities is inestimable, and it would be difficult to repair if damaged. Therefore, in order to protect the important function of the public library, promote the sustainable development of public library, the public library must carry out crisis prevention and management. Public libraries need to ponder from the survival and development of the strategic point of view, and actively develop and establish contingency plans. The research on crisis management, can effectively improve the state of development of the public library, and enhance the ability to work for public libraries to respond to and deal with emergency cases. Therefore, the crisis management has become the urgent needs for public library management, as related to the survival and development of the public library.However, at this stage, because of consciousness, capital and management and other reasons, the vast majority of our libraries have not recognized the crisis management on its own survival, development of the importance and necessity, with poor awareness of the crisis, they seldom or never consider crisis management.The researchers noted that the Library Crisis Management in China does not arouse enough attention and it can be explained character:poor sense of crisis; one-sided understanding of library crisis, lack of functional organization of crisis management and crisis management system.In this thesis, the characteristics of the library crisis, the basic content and the basic concept of the relevant are discussed, and the public library crisis management concept is defined, and the public library to carry out the necessity of crisis management are discussed, The thesis classified the casing factors of the crisis faced by public libraries into two categories:external factors and internal factor according to the crisis of the source.The thesis also analyzed the current situation,existing problem, and management weakness of libraries,and proposed reacting plan. The author holds that the public library leaders and staff should firmly keep in mind the possibility of crisis,establish executive organs responsible for crisis management, establish systematic crisis management policy,establish alerting system for crisis management, set up preparedness plan of crisis management and pay attention to emergency crisis management and reconstruction. It can improve the capability of library management and the ability to deal with unexpected emergencies, reduce harm to the public library, and ensure that the public library in the information society to keep healthy, stable and sustainable development. Therefore,the public library can be better play the role of the functions in our country’s politics, economy, culture, life and other fields.
