With the rapid development of Chinese economy, the domestic oil demand is growing and protecting the domestic oil supply has become a critical strategic issue for nations. Oil depot, the center of the oil supply network, is responsible for the distribution of refined oil products to other outlets. Therefore, the control and state detection for oil pipeline networks and the control and state monitoring for the exports of filling fuel have became the keys to the normal operation of the oil depot.In this thesis, a strategy is proposed to solve the problems of monitoring the depot pipeline networks and the oil filling operations, on purpose of improving the safety of oil depot pipeline and oil filling operations, reducing the involvement of oil filling operators, increasing work efficiency, realizing the centralized control and monitoring for the oil depot pipeline networks and accelerating the process of industrialization, informatization, automation and modernization of refined oil distribution. The proposed strategy, based on certain key domestic strategic oil depots, combines the current networks and programs for refined oil distribution, refers to the modern industrial control and monitoring system, and applies modern industrial monitoring technology, communications technology, industrial control technology, industrial configuration monitoring technology and electronic technology.The design realizes the monitoring of100,000tons of large oil depot pipeline network and builds the monitoring system of secondary distribution of oil filling. The monitoring system contains three functional units---the control unit, display unit, and auxiliary data processing unit. Besides, data communications technology, using different communication methods or protocol based on different communication objects, is used throughout the entire monitoring system. The whole system uses the widely distributed control structure. Industrial controller PLC and signal acquisition box is applied to control unit to decentralize controlling powers and centralize management. Display unit takes industrial configuration software and auxiliary display circuit to realize the display functions. The industrial configuration software, running in the industrial monitoring control computer, is able to display all the pipe network operating parameters. The auxiliary display circuit enables users to observe the specific node parameters of pipeline network in the operation of controlling panel. This unit has the characteristics of dispersed collection of pipeline network information and centralized monitoring. The auxiliary data processing unit, using industrial computer to receive, process, analyze, record, and export pipeline control signals and the monitoring data, is equipped with features to control signals. monitor dispersed data acquisition, centralize processing and backup information.This proposed monitoring system possesses comprehensive functions and is characterized by monitoring complex pipeline networks, improving the reliability in oil depot pipeline network control, reducing the risks of pipeline network and monitoring the entire pipeline network real-time status. In addition, the system with excellent versatility and scalability is convenient for promotion in construction practice. Therefore, the designed and implemented system strategy can be widely applied to most of pipeline network monitoring systems operated at oil depots and petrol stations.
