This paper introduces a set building scheme and implementation of urban safety theplatform based on video surveillance and image processing technology. Currently, the city’spublic security video surveillance system has built8407channels of video. They haveachieved certain effects in practical work. However, due to fund, technology and other factors,the early construction standards are not uniform and standard is generally low. There aremany latent dangers existing in the system. Such as, the quality of video is low, video networkcannot connect with each other, the image can’t be shared and so on. In actual application,most of images in video are not clear, especially at night. It causes the whole system of socialsecurity video applications less effecitive.In order to solve these problems, we try to use digital high quality technique to improvesurveillance system. The system in practice really achieves combat-oriented and service realeffects.There are four parts of the system construction content.(1) The municipal dedicated network security video platform is one level monitoringcenter. It has the highest right of management control of the whole system. Itimplements the unified management of the platform access equipment in each county.It has the right of unified monitoring and configuration of all video resource.(2) The security video platform dedicated network of13counties is two level monitoringcenter. It mainly manages and distributes the users, roles and permissions within thearea. It implements configuration and security access management under thejurisdiction of the video monitoring of resources within a region. By aggregation overall video station image resources, it can supervisory control and dispatch allmonitoring points within the region. Through the SIP cascade services, the systemactively pushs equipment resource directory to the superior platform, and realizes theflow forwarding of signaling and media with superior.(3) The public security network platform which is based on the realization of the publicsecurity and abide the specification of GB/T28181standard and technical manual ofthe Ministry of public security, can share the resource in the special network platformof security video.Through the SIP service management, it realizes the cascade management of the city’s video network platform and the public security localplatform. And it can integrate PGIS, PKI, security monitoring system, three in onealarm system and integrated combat police system to provide service.(4) This system can integrate all kinds of video resources in Quanzhou City to thegreatest extent, including other heterogeneous data sources (e.g., Dahua, Baokang,Enjoyor etc.) and3G mobile receiver (deployed in public security video networkplatform for receiving municipal, all kinds of mobile information sources, such asmobile communication, static in etc). It can achieve unified management, resourcesharing, and meet the needs of the various application security alarms.Through the developing of this system, I have known software engineering and otherrelated technology deeply. I use cross-platform language--Java to develop this system, and itcan make people more insight into modular design, video analysis technology and storagetechnology in today’s urban safety management systems development process play a hugecontribution. Through the construction of Quanzhou city safety information system platform,we can integrate various resources (including new monitoring points and control points havebeen built) effectively, call, control the images, query and playback the video which collectedfrom Video surveillance system with in the city’s public security management. At the sametime, we will introduce intelligent video technology to make this system plays an importantrole in crime founding, crime prevention, deterrence, lock the target, provide clues and fixedevidence, and so on.
