In the1990s, China first proposed the concept of "triple play” and includedit in the national development plan. Due to a variety of reasons, for a long periodof time, the plan just remained in the "planning" stage, without entering into thepractical stage. However, along with the continuous development of networktechnology, as well as the escalating needs of the national information industry,"triple play" has taken a substantial step in the first decade of the twenty-firstcentury.On the national level, the executive meetings of the State Council principallyapproved the "Cultural Industry Promotion Plan". Premier Wen Jiabao presidedover the executive meetings of the State Council, and decided to accelerate the"triple play" of telecommunications networks, radio networks and the Internet.Since then, various provinces and cities also have taken the correspondingpractices. Symposium on the national cultural system reform was held inNanjing on August15,2009, which set off the new upsurge of “separatingProduction from Broadcasting”. The reorganization of Shanghai Television (TV)Station and Hunan Broadcasting System, and the establishment of Media GroupHoldings Companies became the first sign of reform. At the end of2009, underthe lead of a series of "national network video team" such as China Network TVand mango TV, radio and TV broadcasters fully entered into the Internet. In theprocess of triple play, radio and TV broadcasting network is undoubtedly theweakest of the three parties. Before the integration, the broadcasting TV was inan unfavorable condition in the competition against online media. Within thebroadcasting industry, the provincial satellite TV channels occupy theadvantageous resources and platforms, whose situation is better than that of cityTV stations.
