Along with the rapid development of communication technology, Triple Play has become aninevitable tendency. In the process of Triple Play, radio and television enterprises advance in thecompetition and cooperation with telecommunication companies. Radio and television industrycarries out integration services with its own characteristics and advantages of video transmission.To realize the development and expansion, radio and television industry has to provide broadbandaccess, voice, interactive value-added business, and supports differentiated services for users. Atpresent, broadcasting and telecommunications operators are carrying the large-scale networkupgrade, as well as attempting to develop business more diversified. Their investment in these areaswill have a significant impact on the communications market.The broadband access network is one of the key research projects of Triple Play. The traditionalradio and television access network is the unidirectional Hybrid Fiber Coax network. It can providenarrowband data services through bi-directional transform, but the broadband or ultra-broadbanddemands of multi-services work still cannot be met. The rapid development of PON, EOC andFTTH techniques provide new ideas for designing radio and television multi-services accessnetwork.Firstly, based on the analysis of the technique of foreign, and combining with the currentdomestic situation, the paper analyses the challenges and opportunities of broadcasting andtelecommunications industries under Triple Play. Then, the paper researches the development statusand trend of access networks, and summarizes the fundamentals and features of key technologiesdesign including PON, EOC and FTTH. Furthermore, practical multi-services access network planand design are propsed. Their feasibilities, economics and technical advantages are elaborated.Finally, the engineering construction of the demonstration network verifies the applicability of theproposed plan, and then prospects the following research and promotion.
