People pay more attentions to the medical and health services nowadays. However, alongwith the unbalance allocation of the medical resource, shortage of health resource andexorbitant expense in health care, have become current prominent social problem in China.To ease conflicts, the Ministry of health puts forward construction of "3521project" during the"12thFive-Year Plan", of which the regional health information platform is an important part.The current construction focus of the platform is related to the exchange, integration andapplication of health service data, which benefits the health information share largely. But due tothe lack of geographic data support, those data seem to be not enough, furthermore, the platformis lack of spatial analysis decision support. The characters of3S (GPS\RS\GIS), like real-time,visualization, spatial data analysis and etc. could assist to solve those problems. Therefore, theregional health information platform based on the technology of3S has been studied anddesigned in this paper. The main contents and achievements are as follower:In the beginning, theoretical knowledge and technologies related to regional healthinformation platform based on3S are studied in this paper, including3S technology, electrichealth records, SOA and web service. Based on the demand analysis by field research, the wholeregional health information platform is designed. And then the total construction framework isbuilt up, including network layer, data storage layer, data exchange layer, application layer, andinformation security system, standard system of information. Based on the above research andoverall design, the focus is on the research and design of data exchange layer and applicationlayer. For data exchange layer, firstly the paper uncovers data exchange needs, extracts twokinds of the data exchange in the platform (namely health service data and geographicinformation data), and then studies them respectively; then the data exchange layer is designed,and the achievement of data exchange application based on Web service and maps sharing service application based on OGC is completed in the foundation of method research and layer sdesign. At last, the paper comes into a conclusion about deployment strategy of data exchange.For application layer, based on the construction demands of regional health information platform,all kinds of systems and staged construction plan in application layer are designed in detail;combined with the function module design and key technology research, function module relatedto3S technology is realized, such as health geography data management, health resourcemanagement, disease warning, emergency vehicle tracking and scheduling, visually convenientquery and so on. The good results have been obtained.
