Construction Of The Enterprise Master Patient Index System Based On Regional Health Information Platform

At present, China’s medical and health services industry has some problems. The same area of medical institution have their own information management system at all levels, can not contact between each other, so the patient’s medical data can’t be Shared, formed "information island" one by one. Integrated the scope of the medical information within the same area, not only can make patients to know their complete medical and health information, but also can help public health workers to make more accurate diagnosis, reduce mistakes. At the same time, health managers can also know more comprehensive information, make decisions more scientific. To achieve this goal, we need to establish residents’health records as the center of regional health information platform as the support. From the regional health information platform (RHIP), it can integrate healthcare data scattered in different institutions into whole complete information, meet the needs of the agencies and related personnel.In this paper, it carried the thorough analysis on the medical software industry. This paper expounds the regional health information platform function module and application for the scenario. On this basis, using the Java programming technology, combined with the master data and metadata theory, uses the software life cycle theory, the Enterprise Master Patient Index (EMPI) in democracy system demand analysis, outline design, database design, detailed design, system implementation and system test, and finally achieved an Enterprise Master Patient Index system based on regional health information platform. The system has type identifier, neighborhood information, automatic merger, manual merger; manual split six modules and external services. Identifier type is resident identity information maintenance, basic information of the residents can information management. Merge automatically and manually merge modules can be found in patients with suspected data area and merging. Manual separation module can be incorporated resident information split apart, and it can merge patients information in some case. External services provide some foreign interface, so that the area of other medical system calls.The Enterprise Master Patient Index system can maintain the only logo (MPI) for patients in the regional health information platform, so as to realize share the health information within the scope of the residents between different systems in the regional platform. The system test shows that the Enterprise Master Patient Index system has high response speed and good performance.
