Information technology has been used widely and developed fast since the21st century,and it has penetrated into all walks of life. The software is the core of the development ofinformation industry, and software quality is the focus of competition in this industry. Howto ensure the quality of software and improve customer satisfaction had become concern inthe software industry.As an important part in the software development, quality management of softwarerelated to the success or failure of a software project. Meanwhile, software developmentactivities is different from manufacturing which process is visibleļ¼Œ software qualitymanagement is more difficult. For a long time, technology has more attention thanmanagement which in result of obstructing the development of the software industry. Howto evaluate software quality and productivity and to identify improvement programs basedon evaluation results has become very urgent and necessary.To establish a software measure system which suitable for small/medium-sizedsoftware enterprises, we will research on how to manage agile project by the measurementand analysis of CY software company in this article. By means of this system we can evaluatethe project and make the improvement plan to improve the quality and customersatisfaction of software project.We establish the measure system by the cost of quality, which is easy to understandand obtain the support of the management. And by this we establish the foundation for thefollowing work of measure. In addition, we use the analytic hierarchy process to evaluate theperformance of the project management. This method of evaluation avoids the subjectiveeffectively, which makes the evaluation more objective and reasonable.
