SEI proposed a series of CMM which has become industrial standard of Software procedures and quality ,and a goal pursuing by many Software development Orgnization.With the development of Software industry, more and more medium and small Software enterprise desire to breakaway from the Software production way used by original manual workshop, increase self Software capability by the improvement of software process ,and enhance their competing strength. Although CMM indicates for software enterprise the aim and requirements of process improvement, it lack related operating guide. These enterprise,on the one hand,desire to increase their process maturity during a short time and testify their capability software development,on the other hand,lack the effective tools of process improvement. At present,especially based on software process improvement application programs is tiny for medium and small software organization,and the managers of software organization are wise to do the improvement of software process,but don't know how to set to work. In order to solve the above problem,Software Process Improvement Frame(SPIF) is such a kind of tool to aid software process improvement.This paper presents a software measurement model,which suit the Chinese situation of software development projects,through the research on the standard of CMM, and designs andimplements a based on web Software Process Improvement Frame——(SPIF). We develop aseries of management tools and interrelated repository for the frame,and provide functions such as maping out of project plan, data collection and analysis and estimate of process measurement, and so on. Through data collection and analysis of interrelated flow of software process, it provides quantized project schedule control and quality control for decision-maker,and increase developing and managing capability.The practice proves that SPIF is a applied software process improvement frame for medium and small software organization,and it achieves good effects by experiment.
