The key of the complicated software that the tolerance of objective, meaningful and quantization nowadays succeed in being developed .Software process improvement is the only way that software organization set up suitable one's own software production lineses and industrialization produce.Certain disparity exists with using throughout in the research of the course theory of the software and technology, The key that the course of the software improves is to cut the garment according to the figure , regard theory and model as guide, Fully combine the software and organize one's own characteristic and current situation , the software process improvement of carrying on the suitable organization characteristic is puted in practice. Understanding the software organization's self-characteristic and the current situation , the software process measurement is the basic means. The software process measurement is the basic of checkuping the deviation between actual performance and receivability performance ,and it can get the foundation of improving the chance too at the same time. The organization of the software carries on the software process measurement , can gather to the tolerance data of each peocess performance , analyse the performance of each process. The software process measurement supports the software process improvement and the software product's management and improvement activity, It is the basic means of software life period activity management, assessment software project plan feasibility and measurement project plan carried out. The software measurement is the key technology of product quality of the software and of assessment organization's the software process ability. "measurement and analyse" it is a public characteristic among SW-CMM, become an independent KPA among CMMI, it is obvious that has put emphasis on measuring as the important position on foundation of quantitative management of the software in CMMI. This Paper regards implementing software process improvement as the direction of instructing, regard software process measurement as the clue, have analysed from the measurement to analysis each aspect that software process improvement model - CMM, Combine the standards, such as ISO/IEC 15939, CMM and CMMI,etc., has been put forward process measurement model SPMM improved, has set up the software process database(PDB) and the Process DataBase System(PDBS), And utilize the principle of statistic process control and analyse the initial data in the PDB , In order to find the deficiency of the software process, determine to implement the time and space that the software process improvement.This text aim at those organization which have the goal with true software process improvement, really expect to improve software process , enhance ability of software process , especially the medium and small-scale software organization, But not the software organization that only pursue the maturity rank .First of all, this paper introduces the software process improvement model --CMM, and the measurement and analyse, each a piece of KPA required measurement that CMM involve. After explaining the basic thought of the software measurement, the knowledge of combining the standards, such as CMM, CMMI,etc. and application software measurement is set up software process measurement model-- SPMM, and the minimum measurement collection of more exhaustive definite SPMM.
