Owing to meet Huangpu sub-bureau of Public Security Bureau in Zhongshan, thispaper analyzes function of evaluating performance system. In order to satisfy integrityand consistency of data and information, the manner of ASP.NET is used, at the sametime, SQL Server2005is used as database tool. This paper exploit system from fiveparts, namely researching background, analyzing requirement of system, designingsystem, accomplishing system and testing system.There are four modules in this system, project management module, logmanagement module, evaluation management module and evaluation acquirementmodule. System analysis, system design and system accomplishment are made for mainmodules. System analysis supports design, while analysis and design supportaccomplishment. There are four kinds of users in this system, namely office staffpersonnel, community staff, handing a case personnel and vice leader.The main events of project management module are to record receiving alarm,record dealing with alarm, inquire position indexes and inquire evaluation project. Themain events of log management module are to inquire evaluation project, manner andcontext of log. The main events of evaluation management module are to evaluateevents, inquire management events, inquire project events and print out monthevaluation outcome. The main events of requirement module are to inquire evaluationoutcome, position indexes and performance outcome.The purpose of this system is to build performance system around evaluation,which can develop public security bureau digital management. Because ofcomputer-based management, staff of public security bureau can learn purpose of ownand department, and have clear mind about own performance.Because of this system, the Public Security Bureau police officers`performancecan be more easier to evalue, increasing the enthusiasm of the police work, enhancingthe efficiency of the organization and leadership, ang enhancing the cohesion of theentire unit staff to enforce each business more effective.The system hope to provide technology support for police officers in working program for law enforcement application of the performance appraisal system of thePublic Security Bureau. Powerful data support the assessment and evaluation for everypolice officer, having a system with more scientific, standardized and diversified, andthus comprehensive variety of factors, assessment, and make the appropriate incentivesand penalties.
