Design And Application Of Working Performance Evaluation System Of A Local Taxation Bureau In A Certain County

With the development of science and technology,and the popularity of computers,Guangxi Local Taxation Bureau(GLTB)attaches more and more importance to the comprehensive information management system,which turns the GLTB's management mode into a new one,from labor management into intelligent auxiliary management or intelligent management.As an outstanding county-level authority in working performance evaluation as well as a pilot site of personal working performance evaluation,a Local Taxation Bureau in a certain county designed the Working Performance Evaluation System(WPES)with its own characteristics,based on the WPES of GLTB,whose updated version is 2.1.On basis of the study of working performance management and evaluation at present,the thesis adopts the methods of document researching,function analyzing,system designing and testing in strict accordance with the theory of software development.?Document researching: The method focuses on the study of the theory of the designing and developing the WPES,as well as the theory of software development,to gain the knowledge of the latest techniques in developing the WPES and analyze the advantages /disadvantages of those techniques.?Function analyzing: With the aim at designing the WPES,the method,under the guideline of the systematic and scientific theory of software development,classifies and adopts the functional modules to form a system framework,considering the compatible,professional and convenient features of the WPES.?System designing: On the foundation of the study on researching and analyzing the similar WPES's design,development and performance of the past and present,the method classifies all the systems and selects some of them,based on the preceding procedure,to revise and improve,for the purpose of developing an ideal system.After logging into the WPES by IE browser on the Internet,the Internet user may operate on the management interface to revise working targets,working performance evaluation procedures,etc.Actually the system's operating principle is that the Internet user may revise server data via the Internet when the two servers and the database are configured.One of the RedHat linux server should be configured with ORACLE 11 G database,the other one configured with Nginx and Weblogic after the installation of the Java,and then the database must be adjusted for the system.Finally the Internet user can input or delete any data in the database via the special cable within the local area network connected with the WPES of county-level Local Taxation Bureau.A Local Taxation Bureau in a certain county had an original intention of establishing the core functions of personal working target database,personal working performance evaluation procedures and personal results into the WPES that could processize and electronize personal working evaluation when it was initially designed and applied.And the WPES will provide effective evaluation of personal working performance and encouraging mechanism to stimulate the staff to have the working initiative,to explore their own potential,and to promote their working performance due to the consistent of the personal evaluation targets and the collective evaluation targets.
