With the development of the Internet, the associated progress in the informationtechnology and network technology has shown significant impacts on people’s dailywork and lives. A great convenience has been brought by a variety of IT products anddigital products. In the past ten years, the government vigorously promoted the strategyof reinvigorating the country through science and education, and spending enormousresources on the research of universities. The innovation capability of universities hasbecome an important measure of the national innovation capacity.Since the funding and the number of researchers in universities are increasing, theuniversities are able to undertake more and more projects. At present, the researchprojects of universities are far ahead of historical ones in terms of quantity, size, qualityand complexity. Moreover, the university research work has some distinctive features,i.e. long research cycle, time consuming and high difficulty. Thus research projectsmust be effectively managed to reach the predetermined goal. Meanwhile, the results ofthe projects are crucial for the performance assessment according to the universityperformance evaluation mechanism, and they are hard to be evaluated. The traditionalresearch management system cannot meet the need of the development of universityresearch. In addition, the research project management information level also reflectsthe overall levels of colleges and universities. Therefore, building up a scientific andinformation technology based university research management system is of great value.The Zhongshan University research management system consists of projectmanagement, results-based management, funds management and performancemanagement. The application of a project, material preparation, project identification,project development process, the use of funding, project inspection, the resultsdeclaration, the promotion of the productions and the performance evaluation should bescientifically organized by a scientific process management to avoid the uncertaintiesthat may exist in the research project. In this way, the wasting of valuable resourcescaused by the drawbacks of technical proposals and the misuse of the funding can beprevented. This thesis analyzes the current status of the research management processes andthe level of information technology in the Zhongshan university, integrate the resourcesof colleges and universities within the infrastructure, data and information to build acampus network-based Research Management Information System, to achieve a largevolume of scientific data automatically imported, so that scientific research departments,financial departments, science and technology management department work in a publicplatform for joint management of research projects, to quantify the evaluation of thevarious research departments and researchers according to preset standards, and by thesecurity module to protect the research projects and achievement. The system canlargely promise the benign development of university research work, to solve theproblems faced by the university research project management.
