This dissertation explores out the main problem of talent fostering model existing in local business colleges by comparing with the domestic universities based on the specialty of information management and information system. By studying the influencing factors of the performance of talent fostering model in previous literatures, the main affecting elements of the performance of talent fostering model in local business colleges will be analyzed and considered as the foundation of the theoretical model and research hypothesis in investigation of information management and information system specialty of local business colleges.Based on the above research hypothesis, the analysis of survey data will be carried out in the term of reliability, validity, factor and factor correlation. The result shows that there is a positive connection among the teaching ability, the specialty construction, practice teaching, teaching management, teaching quality, and the performance of talent fostering model, which also confirms the provided theoretical model and research hypothesis. Therefore, the performance evaluation index system of talent fostering model in the specialty of information management and information system of local business colleges has been established. What's more, a specific quantitative method of measuring qualitative index in this performance evaluation index system has been put forward in the research of talent fostering model to the specialty of information management and information system.In the performance evaluating methods of talent fostering model in the specialty of information management and information system of local business colleges, this dissertation analyzes the good and bad aspects of current common-used methods in the way of choosing group AHP and combing the characteristics of talent fostering model. Regarding the expert allocating weight methods, this dissertation applies the expert clustering method which combines the allocating weight of consistent scale in judging matrix and expert clustering to deliver the allocating weight to experts, and then to gain the comprehensive sort vector of every single index.This dissertation exams the validity and accuracy of performance evaluating index system in talent fostering model regarding of information management and information system specialty in local business colleges through the case study of H college.
