With the rapid development of IT, Office automation has been thoroughly applied to all enterprises and government departments. For the relatively slow development of the meteorological department office automation condition, rely on network IT documents, orderly and efficient electronic processing should become an important direction of the meteorological department office condition. The article will explore the application of electronic signature technology in the system of meteorological documents released. Electronic signature technology is emerged in the last decade for the protection of electronic information authenticity and integrity, and signer non-repudiation of technology. Electronic Signature to digitally sign the document content to ensure and confirm the integrity of the original document information, in order to resist counterfeiting、 denying or tampering of document release process.The work includes the following:(1) Introduce the related technology of electronic signature. Firstly introduce the public key infrastructure and associated digital certificates and smart card technology, and describe Microsoft’s encryption library CrpytoAPI. And then describe the digital signature technology, followed by introduction of the middleware technology and the advantages of using it in OA system to implement digital signature, finally introduce the ActiveX control technology used to implement electronic signature middleware.(2) Design the electronic signature system. Firstly discuss the two models used to implement electronic signature system. Then design the client of electronic signature middleware, which mainly include signature plug-ins and signature control two parts, and descript the related functions provided by these two parts.(3) Design and implement of Meteorological Official Documents System based on electronic signature. Analysis the security required to the issued official documents. Discuss the technologys currently used to ensure the security of official documents, and then analysis their advantage and disadvantage. Described the development environment of the system, and finally designed the system in detail.The main innovation of this paper:(1) Combined with the electronic signature to the Meteorological Official Documents System by middle-ware technology, in order to ensure the security of the meteorological official documents issued.(2) Proposed a muti-signature scheme, and applied it to the sequential muti-signature system. The system has been put into use, and achieved good results. For the meteorological department the slow development of office automation, the result of this paper promoted the development of the meteorological department office automation, and improved the efficiency of the office. Good reference for how to protect the security issues of electronic documents in the office automation system.
