Coal is one of main energy resources in China. Presently, the informatization levelof the whole coal industry is uneven. A substantial amount of management style is stillthe traditional one, which responds slow in information. Problems also exist in theinformation construction of human resources management. For instance, the coalinformation management system pays more attention in the monitoring and controllingsystem, but less in the information construction of human resources management. It isconsidered that we put large investment in the information construction of humanresources management to make small profits. And although we realize the humanresource information system, it is only for building information system, which does notcombine the human resource information system with the management of the enterpriseand makes less use of information system to improve the management level of theenterprise.According to the practical situation of personnel management in Datong Coal MineGroup, and based on the scientific management of personnel flow, the improvement ofpersonnel management level, and supplying the personnel policy to the decision makersof the enterprise, the author makes an analysis on the personnel management system.The main function of this system includes the personnel deployment, personnel archivesinformation management and personnel statistic analysis. The development method ofthis system emphasizes on the interactivity, easy operation and practicality by using thestructure method and prototype method, and use the username and password to makesure the personnel management data safe and secret. In accordance with the practicalsituation of personnel management on the Personnel Department of Datong Coal MineGroup, the system takes Delphi7.0as the development tools, Access relational databaseas the back-end, and makes the design basing on the Client/Server structure.After a series of module and systematic testing, the whole system is in goodoperation expect a little defect, which can meet the need of the personnel managementstaff in their ordinary work. It reduces many repetitive works, and increases theaccuracy of the data obviously. Among which, the usage of the statistic module decreases the waste of manpower, time and resources greatly, and improve the workefficiency.The function of this system can meet the operational demand of the PersonnelDepartment in Datong Coal Mine Group. In future, along with the rapid development ofthe personnel management work, it is a good way to make full use of informationtechnology to change the traditional personnel work style, which can better realize thefunction of the modern information system in the aspect of personnel work and is ableto work his way into the development of the enterprise.
