With the application of radio technologies and rapid development of radio services, traditional radio management model is facing serious challenges, such as the sharp increase of applications for station setting-up, the limited spectrum resources, too high densities of radio stations, the deterioration of electromagnetic environment, the mutual electromagnetic interference, the increasing intensity of radio monitoring and so on.Based on observation and practice of radio management, this paper puts forward the concept of radio management based on GIS technology. That is to integrate the frequency radio station management, the radio direction finding, the analysis of electromagnetic compatibility and the law enforcement supervision into a single platform to achieve the data sharing and improve the comprehensive analysis and decision-making ability of radio management.This paper analyzes radio management’s current statement, development and existing problems in full scale and deep. By the in-depth study of GIS theory and technology and the analysis of current radio regulatory requirements, it has completed the system integration and optimization, as well as the radio management system design and realization based on GIS. It has also reached the tentative plan and effect.This paper probes into electromagnetic situation’s expression and display on the GIS platform and suggests that the electromagnetic situation should be visualized on the electronic map by the method of irregular triangulation, for which it also offers the algorithms.
