Radio monitoring is to monitor the use of spectrum, to identify the legality of the parameters, to finish direction finding and locating, to maintain order and to support the spectrum management process.The core of cognitive radio technology (CR) is the cognitive user opportunistic access spectrum without interfere to authorized user. With increasingly scarce of radio resources, cognitive radio technology can greatly improve spectrum utilization. CR will be one of the key technologies to be used in future communication systems. The existing radio monitoring system cannot work in cognitive radio environment, which need to be improved.This paper will improve the existing monitoring for cognitive radio system. The existing monitoring system will face challenges in cognitive radio environment, they are: Electromagnetic space becomes more complex. Signals that appear on the same frequency band is not only authorized, as well as cognitive signals. Cognitive users can dynamically and autonomously adjust its operational parameters and protocols according to the knowledge that obtained from outside radio environment. For the same type of recognition signal, the transmission parameters are not fixed. In cognitive radio environment, the legal signals include authorization signal, as well as cognitive signal without interface to primary users. The existing monitoring system cannot distinguish cognitive signals and illegal signal and cannot determine if the cognitive signals are abnormal. Various types of signals make it difficult and complex to maintain the monitoring database.After the detailed analysis of shortcomings of the existing radio monitoring systems, this article proposes a new monitoring system and implementation technology. These include:system model; system key technology; Interference identification, interfere with positioning and interference cancellation; monitoring database maintenance. First of all, on the basis of the original system, provides a new adaptive system model for cognitive radio environment, and gives the workflow of the new system. We highlight the different points of the traditional monitoring system. Then analysis a number of key technologies for new system, and compares with traditional monitoring techniques, these technologies include:the identification and classification of the interference signal, the interference signal positioning, the elimination of the interference signal monitoring database building and networking control.This paper firstly describes the design of the existing monitoring radio system and the research in cognitive radio technology. Then analysis the challenges of the existing monitoring system faced in cognitive radio technology. Finally, a new monitoring system is proposed to overcome these challenges, and provides a detailed analysis of key technologies in the new monitoring system.
