Along the development of network,computer and communication instrument,Information technology will be widely applied in various industries,rural commodity circulation must accelerate the pace of informatization construction.As we all known,the problems facing agriculture,countryside and farmers has been a major concern by the leadership of national levels.If the rural commodity circulation is not smooth, it would seriously affect China's economic development.So the party and the state has adopted exempt agricultural taxes,financial subsidies of grain and a series of measures,which has played a positive role in making up part of the rich peasants,agriculture and rural area also have a degree of development.However, compared to agricultural information technology of the European and Americans,the gap is still quite large. At present,we can conclused the situation of farmers to obtain market information from our country,our province situation,except for a few professional large using the Internet to get some information who can exchange information,the remaining 80%of the farmers access to information is limited and seriously inadequate.Therefore,farmers want to fundamentally eliminate poverty,they must have sufficient, accurate and timely market information,and actively participate in the exchange of market information, which is the key element of promoting the rural economy long-term development,It is an urgent problem to solve at present.Based on the characteristics of commodity circulation in rural areas and farmers,we need to develop a set of software system,aimed and focused,use advanced computer technology and integration of advanced information industries at home and abroad construction of thought,use the Internet,call centers,terminal equipment device,new technology to build a new generation of "interactive self-service" and "rural commodity circulation network" concept,on the base data center in county,enery village set up a data collection point,enery village data collection points through the telephone network and internet data center and the county to achieve data switching tow-way.The establishment of rural commodity circulation management information system is aimed to solve two problems of farmers obtain enough information,a single mode of information and lack of agricultural knowledge,by using this solution,we can bring real benefits to farmers.In this paper,combining the needs and characteristics of commodity circulation system,describes the development background of commodities circulation in rural areas and management information systems, the status at home and abroad,the significance of project construction,project objectives,as well as the construction process must comply with the principles and implementation and achievemert.It in order to design for the users a clear positioning of the project construction,content and the main line.Then I will introduce the main techniques involved,and describe the functional in various modules of the design, implementation and testing and so on.According to overall position of information platform for the rural commodity circulation,combined with the basic conditions in rural areas of our province,design network using the rural-county-provincial 3-tier network architecture.The important construction site inrural station is data acceptance and publish, county-level data exchange center platform for the establishment and re-use of data on provincial-level platforms.It has taken a number of advanced technologies at system's safety,which effectively prevent the extranet attack and Invade from outside,and encrypts the data which on the transmission and the information stored in a database from comunication line,to prevent illegal intrusion,disclosure or tampering with data to ensure system security,to protect the system's safety,accuracy and integrality. According to the different users,the system achieve the single machine version and network version. the single machine version will fit for the limited access and rich family and so on,the system supports local storage of data,off-site upload and download in different place and other functions,ensure users timely input,query,publish and update information;the network using the current version of the advanced 3-tier software architecture,front platform development tools use PowerBuilder9.0 visual languages which simplifying the software development process and improve the availability and serviceability of the software,improve software quality for the purpose use.On the use of Oracle9i technology to data store in the remote county-level database server in background data,the middle-tier uses EAserver component servers for front and back of the data communication,data processing and logic put the application server and database servere which would be conducted in order to improve the clarity of logic,and maintainability, stability,security,and scalability.In the system testing use the method of combining black box test,write box test and integration testing.This system is divided into village-level data acquisition system and the county-level editing distribution system.Among them,village-level data collection system to supply and marketing cooperatives integrated service stations,sales points,etc,as information collection and dissemination point for the farmers to collect the information,when we want to publish a regular or download at the county level platform for the collection of agriculture and commerce information,filtering the farmers issued unqualified information,to ensure superior platform for data reliability,authenticity,so that keep it healthy operation,the county supply and marketing cooperatives for information processing,compilation,analysis and editing,and through television,radio,telephone after village-level data upload,at the same time farmers according to the needs of production and life,through phone calls,send word and other convenient form of information published in the village site.Village-level data collection system,which enclosed information input,information inquiry,policy advice,technology rich,information fairs,and many other functions,It can provide policies and regulations, technological knowledge and agricultural production,prices,supply and demand of various kinds of information for farmers timely,so that farmers staying at home can get the information who required for commodity supply and demand.County-level management system consists of several subsystems:information management,business management,physical distribution,the credit system management,reporting platform,system management, agriculture and commerce web site and so on,all systems were include multiple sub-modules.Every subsystem and sub-module via maximum polymerization and minimum coupling to defuse as a principle. In fact,editorial publishing system of county level is equivalent to a large-scale service information factory, it will classifying archived information which scattered and messy in village,and disorderly finishing supply and demand information store.At the same time,at the county level data can also be uploaded to the provincial information network center for analysis aggregated to form a reliable information analysis data for the province's majority.Generally speaking,the principles,objectives and main content of the system projects as the guidance, combined with the specific situation at all levels of the platform,focusing on different focus and meet different needs at all levels platforms,use the advanced technology,in principle of easy to use,good to use, practical,put forward the rural commodities thought of building information network as a whole.The system,through several counties and cities practice in JILIN Province which has been consistent at all levels of leadership and the user's approval.The full implementation of this system will solve the " the problems facing agriculture,countryside and farmers " offers an important way,to improve the quality of the farmers,the lower level of education for rural people into the network,access to information opens the barrier-free access to drive a large number of farmers access to the information era,and promote rural economic development,and thus promoted the development of agriculture,broadening the path of prosperity,resulting in huge economic and social benefits.
