With the development of science and technology progress, more and more trifling on social division, more and more complicated on working process, makes the information quantities and types of the personnel management get bigger and bigger. But the traditionally manual process patterns are inefficient, and liable to make mistakes, customer or service machine pattern can manage effectively the company personnel information, but their maintenance costs are high and not easy to make long-distance management. The management system based on B/S structure is convenient not only to systematic maintenance and extension, but also it is facilitating for the management personnel to manage personnel information.The article mainly discusses the design and development on personnel management systems of higher education. The major work of personnel management of colleges or universities is to manage the personnel information such as recruitment of staff, wage, professional title and vacation. Because of a large number of the staff, it is very difficult for colleges or universities to adopt traditionally manual management patterns. Especially, it is easy to make mistakes for statistics of personnel work. While personnel management based on C/S structure can only manage internally and it is not easy to extend the system. Because of these factors, the paper focuses on the B/S structure pattern. It explores personnel management systems of colleges or universities on the basis of the personnel management of Jiangxi University of Finance and Economics (JUFE). According to the survey, it elaborates on the management business processes on personnel file, personnel transfer, personnel recruitment, assessment etc. in the personnel division of JUFE, teachers’training, professional title, salary and welfare, vacation. Then it illustrates the functional demands of the above and systematic property demands and data model in order to meet ordinary needs. According to the demand analysis, it furthers to discuss systematic design contents, which mainly include systematic framework design, systematic module division, each modul’s process design and data structural design. On the basis of them, it elaborates on the partial systematic reality contents, which include the reality on systematically allocating module, systematic database module and customer management module etc. The result reveals that the system can effectively enhance the personnel management efficiency of JUFE, save the management costs, bring more economic benefits and social benefits, and is also a very good reference value for research and development of other personnel management systems.
