In recent years, people’s needs of higher education have grown with the advent of the age of knowledge.As the supplement force, independent colleges have been born in china.Faced with fierce market competition,it have a development strategy system planning with regular IHEs.But for the development of independent colleges,the rules and regulations were fragmentary.In such an environment,the independent colleges should do is to use the modern human resources management tools to construct teachers team.however,performance evaluation is core concepts in construct teachers team. The independent college is different from that of ordinary higher school, which has its own characteristics, not the ordinary universities performance evaluation scheme is directly applied in independent college, for the establishment of independent college teacher performance appraisal system to adapt to the social development, the independent college training for talent has very important significance.This paper firstly describes the performance evaluation of the significance of the performance evaluation of Chinese and foreign, contrast and analyses the current situation, for the independent college, established the research ideas and research methods.Secondly, following the research ideas, research on performance related concepts are described in detail, and analyses the performance characteristics of the evaluation of higher school, principles and urgency, further emphasizes the independent college teacher performance evaluation function.Then, aiming at the characteristic of independent institute and evaluation index design principle, formulate the independent college teacher performance evaluation index system. According to the index of complexity, the index system is divided into different levels, and the suitable evaluation index system AHP judgment matrix structure, consistency checking, ultimately determine the weight of each index value. In order to make the performance evaluation results more objective, reasonable, to the independent institute to improve educational quality and efficiency, to create excellent teachers, attract, retain talents to play a more significant role.Finally, the paper on the basis of theoretical models to Jilin Agricultural University, Institute of development blueprint, through a large number of real data, repeated demonstration, the final design and development based on B/S structure of the teachers’ performance evaluation system.The innovation of this paper is according to the independent college s own characteristics, multiple perspectives on performance evaluation index of the importance of empirical research, using analytic hierarchy process to construct the performance evaluation index system of independent college.
