For recent years, arid climate and shortage of water resource happened frequently due to global climate changes. Qing Dao city locates in the northern temperate zone, and it’s rainfall distributed not well because of continental monsoon climate. Once arid climate happened, the worst consequence is the reduction of agricultural output.Qin Dao city draught information monitor system is the subsystem of Qindao city draught information monitoring and soil tilth forecasting system. This system’s base goal is to monitor the real time or historical draught level, and provide water control information sustain.This paper emphasized on development of region’s draught level monitor system application. Firstly, the development module based on the ArcGIS Engine was introduced, and C#’s OOP design pattern was discussed based on the system’ developing procedure.Secondly, the next title in this paper is data structure of ArcGIS Engine’vector graph, and it’s relationship with RDBMS. The vector data is the base in GIS development, analysis of these data structure will be helpful to the system’s development. This paper base on analyzed result of vector data and RDBMS, and also emphasized on researched of the vector data in ARC ENGINE.Thirdly, this paper discussed the creation algorithm for the soil tilth’s vector graph information and the raster graph, such as IDW, GIDW, and RSP_Bilinear Interpolation.Lastly, this paper analyzed the structure of the system, the function of the system, the restore structure of RDBMS, and described the procedures of system’s realization by the different function.
