Land use plan has always been the emphasis in land management working of our country. Mass of land planning space-time information and kinds of attribute data was accumulated in relevant departments for years. Based on interactive planning operation and result management of land planning system, it becomes a new task in land planning area to explore valuable information and implied law further, with the development of national society and economy and the acceleration of urbanization. Furthermore, Spatial Data Mining provides an effective way to cognize the knowledge hidden in massive spatiotemporal data.Data of land use plan is provided from every department of society, economy and life such as land departments, surveying and mapping departments, departments of Agriculture, municipal departments. The characteristics of this data are immense amount, multi-spatiotemporal, multiform, so it is very suitable for Spatial Data Warehouse to organize and manage. On this basis, SOLAP (Spatial On-Line Analysis Processing) can provide a method in order to mine and analyze land use planning data for different subjects. The laws which are hidden behind mass of land use planning historical data can be explored. According to characteristics of land use planning data, orienting specific business such as analysis for adaptation of land and so on, this dissertation establishes a decision support system for land use plan, with Spatial Data Warehouse as the data management platform, with Data Mining as the way to acquire knowledge, with Metadata Management as the ladder of management. On this basis, this system is secondary-development implemented by a series of technologies, including ArcGIS Engine component packages, ArcSDE, ODBC, SQL Server2005and VC#.NET.The main research content and achievements of this dissertation are as follows:1. On the basis of analysis of the land use planning data features and requirements of planning business process, this article introduces related concepts of the decision support system for land use plan, expounds the construction of data warehouse of land use plan and related key technologies required including Spatial Data Warehouse, Multidimensional data organization, Spatial OLAP, Data Mining etc. Moreover, the main framework of the decision support system for land use plan is designed according these.2. Focusing on the land use planning data warehouse, this article expounds the solution of its construct, including the total design of Spatial Data Warehouse, logical modeling, construction of data cube and metadata management and so on, and then realizes multi-dimension organization management and application.3. According to the system architecture and specific solutions of the constructed decision support system for land use plan, the paper has completed the exploitation and implement of decision support system for land use plan using ArcGIS Engine, ArcSDE, ODBC, SQL Server2005and VC#.NET. In addition, parts of the main function are discussed.
