With the quick development of Internet technology,it has made the sharing of spatial information technologically possible. WebGIS and database technology also give strong support for it. It is well recognized to get, publish, share and serve spatial information by Internet. Land Use Planning need to organize and manager the land resource, included image data,digital maps,metadata and code data, to provide preferable service. With development of information technology and realism need of Land Resource Management, the management,promulgation,use of data of breadth or file can not satisfy the Land Use Planning managerment development. So the spatial information service is especially important in the application of Land Use Planning. This paper mainly discusses the management of spatial data and service in land use planning. It focuses on the organization and implement of spatial database based of Oracle spatial (including the selection of database, the organization and storage of spatial data, the WEB release of spatial information) and the design and implement of spatial information service system, to resolve the management and integration of spatial data, the release and serve of web, and the E–government administration. The paper is organized as follows: firstly, the research background of distributed spatial information service and the development condition of it are discussed, then is the key theory and technology of distributed spatial information service, which includes internet technology, WebGIS technology, spatial database technology, image compression technology, component development and the framework of windows .Net. The following discusses the organize method of spatial data when constructing distributed spatial information service system and the distributed service the system can provide. Finally is the prototype design and implement of LongQuanYi land use planning spatial database system, which gives a good example for this paper, the result shows the system has reached the aim of the design.
